It was released on 11 Sep. 2007 and has English subtitles. The production date is Aug./Sep. 2007 [Sha'aban 1428H]. It features an audio statement from Osama bin Laden about 9-11 hijacker Walid al-Shehri and al-Shehri's last will. English translations of Arabic text where it appears have been added by IntelCenter. The only changes made to the video were those done to enhance the video where possible. The DVD has a video index for use in briefings and training. It plays on any standard DVD player in any region. IntelCenter has released Taliban Videos Vol. 7 DVD. Volume 7 contains a 45'37" video from Umar Studio entitled, "Commander Mullah Mansour: His Visit to Islamic Nuclear Deterrent Training Center". It has English subtitles. It features a ceremony for Taliban suicide bombers during which Taliban commander Mansour Dadullah speaks about the importance of suicide bombing attacks before introducing groups of suicide bombers designated to attack American, British, Canadian, French, German and Afghan targets. A representative from each group speaks about their mission. All the suicide bombers speaks in English except the one from the group for Afghan targets. The ceremony reportedly took place on 9 Jun. 2007. Footage from the ceremony was first shown publicly when another journalist invited to film the event released the footage he shot to the media in Jun. 2007. The footage in this video is from the official cameraman and taken from a different angle. The video also shows Mansour Dadullah spending time with fighters during their training. The only changes made to the video were those done to enhance the video where possible. The DVD has a video index for use in briefings and training. It plays on any standard DVD player in any region. <b>INTELCENTER<br />Indicators & Warnings Special Notice<br />al-Qaeda Attack Indicator: al-Zawahiri Video<br />12 September 2006</b><br /><br />Remarks made by Ayman al-Zawahiri in his last video statement represent the strongest messaging indicator to date that al-Qaeda feels it has fulfilled its Islamic obligations to provide opportunities to the US to change its ways and warning of the consequences if the US does not. Al-Zawahiri's statement followed on the heels of Azzam al-Amriki's 2 Sep. 2006 video statement, "An Invitation to Islam", which was the strongest and most direct offer to the American people to convert to date.<br /><br />A comprehensive analysis of these two themes, offer to change and warning, both of which gained prominence in a messaging shift byal-Qaeda in Oct. 2004, when combined with the last two video statements by al-Zawahiri and al-Amriki and other factors indicate that al-Qaeda may be approaching the execution phase of a large-scale mass casualty attack with a high probability of it occurring in CONUS and a smaller probability of it being against a US target overseas. Initial dating analysis of the al-Amriki and al-Zawahiri statements appear to indicate that the London airliner bomb plot is not the attack being indicated.<br /><br />Al-Zawahiri said in part to "Western peoples" on the video, entitled "Hot Issues with Ayman al-Zawahiri" and released by al-Qaeda's as-Sahab on 11 Sep. 2006: "Yes, I tell them your leaders are concealing from you the true size of disaster which will shock you. The days are pregnant and they will give birth to new events with God's permission and guidance. I tell them: You have provided us with all the legal and rational reasons to fight you and punish you. You have committed ugly crimes, breached treaties that you used to impose on others to abide by. For our part, we have repeatedly warned you and repeatedly offered a truce with you. So, we now have legal and rational justifications to continue fighting you until your power is destroyed or you give in and surrender."<br /><br />There is no analysis yet that would provide a solid time frame of when the attack may occur, however, the statements made by al-Zawahiri, when taken in the context of the larger messaging theme and its evolution, are perhaps the strongest indicator of an upcoming attack against CONUS to appear in any al-Qaeda messaging since the group's inception.<br /><br />A full analysis with supporting documentation will be released soon. It also contains the last will and testament of 9-11 hijackers Hamza al-Ghamdi and Wail al-Shihri. The only material that appears to be recorded around the time of its production is the narration from an unknown speaker and video comments by Azzam al-Amriki (a.k.a. Adam Gahdan). <b>IntelCenter Special Report: Highest Release Rate Ever for Osama bin Laden and Ayman al-Zawahiri</b><br /><a href="http://www.intelcenter.com">http://www.intelcenter.com</a><br /><br />The release rate for new audio/video statements by Osama bin Laden and Ayman al-Zawahiri is currently at its highest tempo ever.<br />As of 1 Jul. 2006, as-Sahab released five new Osama bin Laden audio/video statements in 2006, making this the second highest number of bin Laden statements in any one year. The highest number of statements by bin Laden was in 2004 when he made six audio/video addresses. The third highest volume was in 2003, when he made four audio/video statements.<br /><br />During the first half of 2006, Ayman al-Zawahiri released the same number of new audio/video statements as his highest volume in any prior year, which was eight in 2005.<br /><br />If al-Zawahiri releases one more new audio/video statement and Osama bin Laden two more new audio/video statements before the close of 2006, this will be the highest number of new statement releases ever in any one year for both al-Qaeda leaders. If current trends continue, these numbers will be exceeded considerably. If all as-Sahab video releases are counted for al-Zawahiri and bin Laden, not just new statements, al-Zawahiri is already at his highest level ever at 10 releases and bin Laden is tied with his highest at six releases.<br /><br />An examination of the release rate for bin Laden and al-Zawahiri for just the first 182 days of 2006, indicates that we are already currently at the highest tempo of new audio/video statement releases from the two al-Qaeda leaders ever.<br /><br />Taking into consideration this dramatic increase in production levels for senior al-Qaeda leadership, combined with other as-Sahab video releases, which brings the total to 35 videos released in the first 182 days of 2006, it is clear significant resources and efforts are being expended by as-Sahab to produce and release more videos than ever before and with consistently faster turnaround times then ever previously seen based off initial assessments.<br /><br />These higher production/release levels are representative not only of an increased volume of newly recorded messages from al-Qaeda but also new efforts by as-Sahab to make accessible previously unavailable material.<br /><br />Increases in as-Sahab production levels did not jump to a higher production rate and simply sustain but rather are continuing to trend upward. The upward trend began around Aug. 2005 and has continued to accelerate for the past 11 months, with Jun. 2006 exceeding any previous month. When factoring in subtitled and voiceover versions made for different languages, production levels are even higher than what is represented here.<br /><br />Additional details will be in the upcoming v1.5 release of the al-Qaeda Messaging Statistics (QMS) report. <p>IntelCenter has released the "Jihadi Ops Tempo Statistics (JOTS) v1.5". The report provides a statistical breakout of the frequency of al-Qaeda and affiliate operations from 1998 to 16 Mar. 2007. It has been updated to include the attack on the French nationals on 26 Feb. 2007 in Saudi Arabia. It is a working document and frequent updates will be issued over the near future.</p><p><b>Jihadi Operational Tempo Statistics (JOTS) v1.5<br />EXECUTIVE SUMMARY<br />16 Mar. 2007</b></p><p>The operational tempo for attacks meeting the criteria for this report in 2006 to 16 Mar. 2007 represents a significant decrease in the number of successfully executed operations conducted outside of insurgency theaters by core al-Qaeda, regional al-Qaeda arms and al-Qaeda affiliates. The 2006 period had the lowest operational tempo for successful attacks in the post-9-11 period. When accounting for a variety of different factors this effectively represents a roughly 50% decrease compared to the three preceeding years which marked record highs. The possible causes for this drop are likely many and a point for additional analysis.</p><p>Fifty-six attacks over the course of the past nearly 10 years were considered for this report. The lowest percentage of attacks to occur in one year during the post 9-11 period was in 2006 with 9%. The highest percentage of attacks to occur in one year was in 2004 with 35%. The next two were 2005 with 18% and 2002 with 16%. The 2004 period is significantly higher than other years due to the volume of activity in Saudi Arabia, including a great many low-level shooting attacks.</p><p>An examination of the number of attacks occurring in each monthly period from 1998 to 16 Mar. 2007 shows that Aug. and Oct. were the most active months with 14% each of all attacks occurring during those months. April, May and Sep. tied at 11%. Forty-eight percent of attacks occurred during the 4-month Aug. through Nov. period. The highest level of activity in any one month was in Oct. 2002 when five operations were conducted.</p>

It provides a statistical breakout of targeting selection and tactics frequency in al-Qaeda and affiliate operations from 1998 to 2 Jul. 2007. It is a working document and frequent updates will be issued over the near future.</p>

<p><b>JIHADI TACTICS & TARGETING V1.9
<br />EXECUTIVE SUMMARY
<br />2 Jul. 2007</b></p>

<p>Future attacks are likely to occur again in all of the 20 countries that have already suffered one or more attacks as well as in countries where attacks have never occurred before. The attacks in Qatar, Tunisia, UK, Morocco, Tanzania and other locations are firm proof that a lack of previous attack activity does not grant countries immunity.</p><p>The targeting spread across national interests is likely to hold relatively consistent with US national interests most frequently targeted. British, Russian and Israeli/Jewish interests will likely continue to hold the next three spots. While most attacks on Russian interests are likely to remain in Russia, attacks on the others have been and will continue to be global.</p><p>The actual target classes selected for these attacks in the future are likely to remain consistent with previous activity due to past successes. As of this report the top four most frequently targeted classes are places of gathering, government, military/police and foreign nationals/tourists. The fifth most targeted class is tied between the oil industry and airlines/airports. The majority of future attacks will likely involve multiple simultaneous targets.</p><p>The majority of future attacks are likely to continue to be vehicular bombings with suicide bombings and shootings not far behind. It is important to remember, however, that al-Qaeda's flair for constant innovation and creativity is likely to continue to intersperse these types of attacks with never-before seen type events like 9-11. </p>

<br />IntelCenter has released the "Iraqi Insurgent Linkages Based on Recent Group Statements Chart - 13 Feb. 2006". The chart illustrates a number of significant changes among particular Jihadist groups operating in Iraq. Group messaging from Nov. 2005 to 13 Feb. 2006 was used to examine joint statements, operations a group said were conducted jointly and structural changes announced by the groups. The most significant is the establishment of the Mujahideen Shura Council in Iraq in Jan. 2006 that now encompasses Qaeda al-Jihad Organization in the Land of Two Rivers. This chart reflects only a small number of the groups currently operating in Iraq but does provide key insights into two separate centers of gravity Qaeda al-Jihad Organization in the Land of Two Rivers and the Islamic Army in Iraq (IAI). <b>New al-Zawahiri/al-Amriki Video Released by al-Qaeda - Initial Analysis</b><br />

On 7 Jan. 2006, al-Qaeda released a new 25'20" video entitled "The Letter to the Americans: Why Do We Fight and Resist You" by Ayman al-Zawahiri. On the video Azzam al-Amriki reads al-Zawahiri's letter in English while English subtitles are shown on the screen. The still image of al-Zawahiri which appears in the video is an older image that has appeared in previous videos. Al-Zawahiri's letter is in the form of a reply to two questions that he lays out in the very beginning. They are: "Why do we fight and resist you [Americans]?" and "To what do we call you and what do we ask of you?".<br /><br />The letter read by Azzam al-Amriki is nearly an identical match to the letter released by al-Qaeda in Oct. 2002 and identified as a letter from Osama bin Laden to the American people. The letter from 2002 does not identify the name of the book "Why We Fight" but instead only refers to American writers.<br /><br />Initial analysis indicates the "Why We Fight" document referred to in the beginning of the letter as it is read by Azzam al-Amriki in the new release and the apparent motivation for the writing of the letter was referencing a book by William J. Bennett entitled "Why We Fight", which has a 1st Edition publishing date from Doubleday of Apr. 2002. Due to the frequency of the use of the title and close variations of "Why We Fight" we cannot be certain that it is in fact referring to Bennett's book but an initial review does point to it being the most likely one.<br /><br />The video as it was released on 7 Jan. 2006 is a new release by al-Qaeda's as-Sahab. It does not carry a production date. Traditionally, al-Qaeda videos are released a few weeks to months after they are completed. It is unknown when this was actually produced.<br /><br />It is most likely the case that al-Qaeda expended the resources and energy to produce this video based off an apparent older letter because it felt it carried a significant and timely message for Americans. The use of English subtitles and a spoken English translation, the first time this has ever been done for a senior al-Qaeda leader's message, would be done to ensure that it was understood and clear. While the message was written in 2002, al-Qaeda's issuance of the video should be interpreted as a reflection of current sentiments from the group.<br /><br />Why the attribution for the letter from Osama bin Laden in Oct. 2002 to Ayman al-Zawahiri on 7 Jan. 2006 is being examined.<br /><br />A full transcript has been released through our Threat & Claim Monitor (TCM) feed and a DVD will be available within 24hrs. The video was obtainedby the Pajhwok news agency in Kandahar Province on 13 Dec. On thevideo, which is at least 30 minutes long, Dadollah is seen sitting nextto Osama bin Laden. A masked fighter is also present who translatesDadollah's comments into Arabic. On the video Dadollah speaks for about30 minutes. Osama bin Laden also speaks but it is unclear for how long.The video also reportedly shows operational footage from Afghanistan.<br /><br />On the video Dadollah says, "We have unwavering faith in God. Now thatwe have acquired new weapons, we will defeat the enemy the way wedefeated the Russians." He adds, "Only Muslims have the courage tocarry out suicide attacks. Infidels neither have the ability nor thecourage to stop this. Our young people are ready to sacrifice theirlives to establish a divine order." He says their fighters haveexecuted suicide attacks in Kandahar, Jalalabad, Kabul, Mazar-e Sharif,Herat and Khost.<br /><br />Osama bin Laden reportedly calls on Muslims to wage jihad and says theywill continue fighting until they achieve their objectives. He says theobjectives are to establish an Islamic order in the world, eliminateinjustice and liberate occupied Islamic land. He calls on the Muslimyouth to launch suicide attacks.<br /><br />IntelCenter has not yet obtained the video and is working to do so.However, based upon our initial analysis of the video description bythe Pajhwok news agency, IntelCenter is working under the assumptionthat the video exists and is new. Final confirmation can only beprovided once we obtain the actual video itself.<br /><br />The appearance of Osama bin Laden with a Taliban commander isconsistent, although an even further elevation, of the new highprominence being given to the Taliban since this summer. Prior to thisvideo the most notable instances were in Ayman al-Zawahiri's videos on19 Sep. and 10 Dec. New patterns of activity on both the messaging andoperational fronts of al-Qaeda and the Taliban in Afghanistan beganaround Jul. This escalated level of activity includes significantlyhigher levels of martyrdom operations in Afghanistan, which would fitwith Dadollah's comments about such operations.<br /><br />Claims by the Taliban of having acquired new weapons go back to 18 Nov.when Taliban spokesman Mullah Abdolhai Motmaen called the AfghanIslamic Press and read the following statement: "In the name of God,the Merciful, the Compassionate. Statement of the Taliban's IslamicMovement. As the mujahideen of the Taliban's Islamic Movement havegained some defense capability and are becoming stronger, we hope thatthose countries which are not considered responsible for the occupationand invasion of our country, will prevent all their planes that are notpart of international airlines from entering Afghanistan's airspace sothat we will not attack them. It is difficult for our defense officialsto distinguish between the planes of the enemy and friends." A secondpart of the statement said, "We call on all national and internationaltraders not to supply equipment to foreign invaders using theirvehicles or using private companies in Afghanistan so that themujahideen will not attack members of their companies or theirvehicles. Otherwise, the mujahideen will attack them and consider anyvehicle supplying equipment to the American or coalition forces theirenemy. Regards, The Taliban's Islamic Movement, 18 November 2005." The 33-page report contains an analysis of indicators pointing to the completion of al-Qaeda's warning cycle for a mass casualty attack in CONUS. The executive summary states: The 29 Oct. 2004 video Address to Americans from Osama bin Laden may mark the completion of al-Qaeda's warning cycle to the US before it executes a mass casualty attack in CONUS. Taking into consideration al-Qaeda's sense of time and that we are now 13 months past the 29 Oct. address, we are currently in a high threat period for an attack in CONUS based on analysis of al-Qaeda messaging and its correlation to targeting. The heightened threat period began in Oct. 2005, roughly 12 months after the close of the warning cycle, and will continue for the foreseeable future. The completion of the warning cycle opens the door to execution. IntelCenter has released Taliban Videos Vol. 4 DVD. Volume 4 contains the 31'24" video from the Taliban featuring Abu Nasir al-Qahtani, one of the July 2005 escapees from the US Prison in Bagram, Afghanistan. It carries the Labaik bug. Excerpts from the video were first aired on al-Arabiya on 2 Oct. 2005. This is the first video to be released showing any of the escapees. It features al-Qahtani delivering a poem on 5 Sep. 2005 with a collage of operational footage at the beginning and end. English translations of Arabic text where it appears have been added by IntelCenter. The only other changes made to the video were those done to enhance the audio and video where possible. The DVD has a video index for use in briefings and training. It plays on any standard DVD player in any region. It is encoded for NTSC players and contains Dolby Digital 2.0 audio.<br />

<p>IntelCenter has released the "Jihadi Attack Kill Statistics (JAKS) v1.8". The report provides a statistical breakout of the number killed per attack for the 63 most significant attacks conducted by al-Qaeda or its affiliates during the past nearly 10 years. The period covered begins with the East Africa Embassy bombings in 1998 and ends with the tourist bus bombing in Meknes, Morocco on 13 Aug. 2007.</p>

<p>An examination of the 63 most significant attacks executed by core al-Qaeda, regional arms and affiliate groups excluding operations in insurgency theaters over the course of the past nearly 10 years shows a dramatic drop in the number of people killed annually and the lethality of individual attacks compared to prior years following 9-11. In 2006, the average killed per attack was six, making it the lowest in nearly 10 years. So far in 2007, the average is tied with 2006 at six.</p><p>Twice as many people were killed in attacks in 2007 so far, a total of 56, than in all of 2006, which totaled 28. A total of 33 people were killed in the Algerian Lakhdaria Army Barracks attack, resulting in the significant increase in 2007's numbers.</p><p>The highest was in 2004 when an average of 67 people were killed per attack. The 2004-2005 period accounted for 60% of the top 10 most deadly attacks, with three occurring each year.</p><p>The most deadly tactics during the period were piloted vehicular assaults (9-11), hostage takings and bombings, including vehicular and suicide.</p><p>The target classes that yielded the highest death toll were financial, government, educational, transportation and places of gathering, including theaters and hotels. Half of the 10 most deadly attacks during the past nearly 10 years targeted hotels and sites associated with nightlife.</p><p>Over the next several years terrorist attacks executed by al-Qaeda and its affiliates will most likely continue to carry death tolls ranging from 1-300 with the bulk of the attacks ranging between 5-60. While this is likely to be the general pattern, there will likely be statistical anomalies, such as 9-11, where certain attacks carry death tolls into the thousands or higher. The intent of al-Qaeda and its affiliates to seek continued mass casualty events is certain.</p><p>Ayman al-Zawahiri wrote in his book “Knights Under the Prophet's Banner” in a section dealing with target selection of the importance of “The need to inflict the maximum casualties against the opponent, for this is the language understood by the West, no matter how much time and effort such operations take.”</p>

<b>IntelCenter Standing Assessment Brief on Most Likely Future Baseline Level Jihadi Attack Activity</b><br />Assessment as of 7 Aug. 2005<br /><a href="http://www.intelcenter.com">http://www.intelcenter.com</a><br /><br />Based on an analysis of the 47 most significant jihadi attacks during the past seven years by al-Qaeda and groups in the al-Qaeda orbit, while excluding rebel/insurgency theaters, future attacks are likely to continue at a rate of 7-10 per year. These attacks will continue to be spread throughout the year, however, a higher tempo rate can be expected between Aug. through Oct. with the lightest frequency occurring in Jan. and Feb. The most likely targeted national interests for future attacks are the US and its allies in Afghanistan and Iraq, as well as Arab governments perceived by al-Qaeda as illegitimate. American, British, Saudi, Russian and Israeli/Jewish interests are likely to continue to attract the highest number of attacks with the majority of attacks against Russian and Saudi interests occurring within their respective countries. The most common tactics are likely to continue to be vehicular and suicide bombings. The most frequent targets are likely to remain places of gathering (i.e. hotels, nightlife, etc.), government, military/police, tourist and mass transit. The average number of people killed per attack is likely to remain around 50 with a slow upward trend. Attacks will most likely occur during the workweek between the hours of 0700-1400 unless the target is a place of gathering where there is evening activity or a residential area for which the most likely window would be 1800-0100.<br />
<br /><b>Qualifiers</b><br />- This only takes into consideration al-Qaeda and groups in the affiliate orbits while excluding activity in Chechnya, Iraq, Afghanistan and other insurgency theaters.<br /><br />- This is only an assessment of expected future baseline attack activity. It is not saying that all attacks will fit within this model. In fact, we are 100% certain that they will not based on the same data we used to build the assessment. What we are saying is based on an analysis of past activity over the last seven years as well as a number of other factors this is likely to be the average type of attack that can be expected in between those that break from the general trend, such as 9-11 did in 2001. This assessment is geared towards providing guidance on the most frequent type of future activity expected and is not designed to provide an indication where there will be a lack of attacks.
